| A. Background Objectives | The NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF) is a multi-donor Special Fund established by the African Development Bank (AfDB) and Donors partners, following the 2002 G8 Summit, originally as an untied bilateral Fund, to assist African countries, Regional Economic Communities (RECs) and Specialized Institutions (SIs) to prepare regional infrastructure projects. In 2005, the Facility was transformed in a multi-donor Trust Fund with the entry of five other donors: Germany, Denmark, Norway, United Kingdom and Spain. Its governance structure includes an Oversight Committee (OC) which meets semi-annually, provides general policy direction and ensures effective governance of the Facility’s activities. The overall goal of the NEPAD-IPPF is to contribute to enhanced regional economic development and integration on the continent, in partnership with the AUC and its development agency (AUDA NEPAD). To discharge its mission, the Fund pools resources mobilized from donors and extends grants to project promoters (African countries, RECs, SIs) for the preparation of high quality viable regional/continental infrastructure projects in the energy, transport, trans-boundary water resources management and ICT sectors, which would be ready to solicit financing from both the public and private sources. In addition, the Fund’s resources are used to strengthen the capacity of recipients in formulating infrastructure development projects and programs, so as to attract more public and private investments for the implementation of infrastructure to the benefit of the Regional Member Countries of the AfDB (RMCs). The Facility aims to be the lead project preparation Fund in Africa, playing a catalytic role in mobilizing resources for the preparation of infrastructure projects included in the Priority Action Plan (PAP) of the Program for Infrastructure Development in Africa (PIDA), in support of NEPAD’s goals for sustainable development and poverty reduction. The Fund is managed by the AfDB’s Infrastructure Partnerships Division (PICU.3), under the Infrastructure and Urban Development Department (PICU), within the Vice Presidency Private Sector, Infrastructure and Industrialization (PIVP). NEPAD-IPPF developed a new Strategic Business Plan (SBP) covering the 2022-2026 period and the successful implementation of this strategy requires that the Facility has adequate capacity in terms of skills and competencies to effectively implement this Strategy to achieve set objectives and targets.Under the 2022-2026 SBP, the NEPAD-IPPF aspires to accelerate project preparation and maintain high-quality standards in relation to sustainable, gender-responsive and climate-responsive infrastructure development through strategic partnerships between the public sector, development partners, the private sector, and institutional investors for delivering bankable regional infrastructure projects in Africa. Furthermore, it prioritises potentially viable regional infrastructure projects in the Africa Union’s continental programmes, including PIDA, AfCFTA, and the AU’s Agenda 2063. In addition to these imperatives, the Fund aims to the following under the SBP 2022-2026, among others: (i) Project preparation of regional transport and logistics infrastructure that would support the commodities value chain; (ii) Project preparation of regional transportation and airport infrastructure, including modernization and expansion of air hubs and (iii) multi-modal transport facilities. Transport projects represent 62% (18 projects) of the Fund’s current portfolio, and are, regionally, spread as follows: Central Africa (6), East Africa (6), North Africa (2), Southern Africa (1), West Africa (3). In addition, there is a growing demand for the preparation of transport projects, with the Fund’s 2023-2026 work program and rolling pipeline projects comprised of 24 transport projects. |
| B. Scope of work | NEPAD-IPPF therefore requires the services of a Consultant – Transport Infrastructure Project Preparation and Development Officer. The Consultant should have practical, hands-on experience in the preparation and development of infrastructure projects and only candidates with the requisite qualifications and experience will be considered. The Consultant should have core expertise in the Transport Sector, but knowledge and experience in one or more other of the key infrastructure sectors supported by the Special Fund such as energy, water and ICT would be appreciated.The Consultant will work under the general supervision of the Manager, Infrastructure & Partnership Division or his/her Designee. He/she will have the following key duties / responsibilities:• Assist with planning, developing, structuring, implementing of transport infrastructure projects which includes preparation of projects for investment financing (feasibility & design) of multinational Transport (roads, rail, ports) infrastructure projects in respective African Regions; • Provide Project Implementation Support and Advisory Services to African Regional Member Countries, Project Coordination Agencies, Project Implementation Units and Project Developers on the planning, development and implementation of their regional infrastructure projects as part of the work programme of the Bank’s Infrastructure Partnerships Division, including assistance with preparation of NEPAD-IPPF Grant processing and financing, development of projects as PPPs – including technical assistance, capacity building for legal and regulatory frameworks and transaction advisory services for specific priority transport infrastructure projects; • Manage the preparation, development and implementation phases of specific regional transport infrastructure projects being undertaken between two or more Regional Member Countries, including identification, project appraisal; preparation of Project Concept Notes; Project Information Memoranda or Project Appraisal Reports and processing the same through the Bank’s and NEPAD-IPPF systems to approval; • Manage allocated portfolio of on-going projects including monitoring implementation progress, coordinating and liaising with the project owners and Executing Agencies, monitoring, following up and reporting on disbursement, reviewing and providing technical advice on technical reports produced by consultants as part of project preparation, ensuring timely and quality implementation of studies, preparation of Project Completion Reports ensuring financial audits are done in accordance with the Project Agreements. • Provide inputs and contribution to regional infrastructure briefs, reports, talking points and documents required as part of Bank’s business; • Provide the required technical skills to design regional projects that respond to the needs of RECs and other beneficiaries of NEPAD-IPPF grants, based on their priorities and selectivity and aligned to major continental initiatives and priorities such as the PIDA and the AfDB’s High 5’s; • Review evaluation reports of technical and financial tenders for the award of contracts for NEPAD-IPPF financed programmes / projects and provide guidance to Executing Agencies and beneficiaries in the timely implementation of NEPAD-IPPF project grants; • Conducting analytical studies and analysis of the transport sector’s status in various regions of Africa to identify opportunities for NEPAD-IPPF involvement; • Contributing to the preparation of NEPAD-IPPF reports (Mid-year report, Management report, Work Plan…) and other relevant documentation for the NEPAD-IPPF decision-making structures such as the Oversight Committee (OC); • Undertaking any other tasks that may be assigned. |
| C. Deliverables Expected | The Consultant will have to: • Prepare briefs, technical papers and other reports on issues related to the work of NEPAD-IPPF and related development issues as may be required from time to time; • Participate in Bank field Missions, conferences, workshops, and training seminars on issues related to project preparation and development and related issues as assigned; and • Undertake any other tasks that may be assigned. Review evaluation reports of technical and financial tenders for the award of contracts for NEPAD-IPPF financed programmes / projects and provide guidance to Executing Agencies and beneficiaries in the timely implementation of NEPAD-IPPF project grants; • Conduct analytical studies and analysis of the transport sector’s status in various regions of Africa to identify opportunities for NEPAD-IPPF involvement; • Prepare briefs, technical papers and other reports on issues related to the work of NEPAD-IPPF and related development issues as may be required from time to time; |
| D. Duration and Timetable for the Assignment | The assignment will be undertaken for an initial period of twelve (12) months from October 2026. |
| E. Bank Contribution and Institutional Arrangement | The Bank will facilitate work for the long distance and access to Bank systems (SharePoint, SAP, BPPS etc.) as authorized by the manager and in line with Bank rules. |
| F. Duty Station | Hybrid – The location of the assignment is Abidjan, Cote d’Ivoire but the consultant could work from a country office depending of the arrangement that will be made with the Manager |
| G. Essential Specialized Skills/Knowledge/Competencies | a) A minimum of a Master’s degree or its equivalent in infrastructure with a focus on transport; b) A minimum of five (5) years relevant professional experience in (i) planning, preparation, development and implementation of infrastructure projects; (ii) specific and sound knowledge of project cycle implementation principles (iii) demonstrable experience in task managing projects (iv) knowledge and experience with regional infrastructure projects in Africa; c) Relevant professional experience in project management and financing in the public sector and development finance institutions; d) Proven ability to interact competently with RECs and other regional and national organizations / institutions, donor agencies as well as private sector on issues relating to aid coordination, infrastructure strategies and project development; e) Proven ability to lead technical professional teams and utilize talent and expertise of team members in a productive way to achieve desired objectives; f) Proven experience in appraising and supervising projects; g) Good listening and communication skills with demonstrated ability to present and win support for ideas as well as make effective and timely decisions including capacity to initiate and manage innovations and change; h) Competence in the use of standard software applications (Word, Excel, PowerPoint, Access, MS Projects); i) Competence in (or ability/willingness to become quickly familiar with) the use of various tools available and applied by the NEPAD-IPPF / AfDB such as SAP; j) Excellent written and verbal communication skills in English and/or French. A good working knowledge of the other language is an added advantage. |
