| A. Background Objectives | The overall objective of the assignment is to support the Bank in undertaking the Mid-Term Reviews of iDICE and EKZ in Nigeria. Specifically, the Consultant will: (i) review implementation progress against approved project objectives, components, results frameworks, work plans, and financing arrangements; (ii) assess performance in procurement, disbursement, safeguards, financial management, governance, coordination, and risk mitigation; (iii) analyse the extent to which the operations are delivering expected youth employment, enterprise development, skills, innovation, and institutional outcomes; and (iv) support the preparation of high-quality MTR documentation, including findings, recommendations, and agreed follow-up actions. |
| B. Scope of work | The Consultant will support the full MTR process for both operations, including mission preparation, desk review of project documents, analysis of implementation progress, review of results frameworks and indicators, assessment of procurement and disbursement performance, review of institutional and coordination arrangements, identification of implementation bottlenecks and risks, stakeholder consultations, and preparation of practical recommendations to strengthen delivery and results. |
| C. Deliverables Expected | (i) analytical inputs and background notes for the iDICE Mid-Term Review; (ii) analytical inputs and background notes for the EKZ Mid-Term Review; (iii) draft and final iDICE Mid-Term Review Report in line with Bank requirements; (iv) draft and final EKZ Mid-Term Review Report in line with Bank requirements; and (v) a final MID Term Review report for each Project summarizing overall progress to date, key findings, actionable recommendations, and agreed next steps. |
| D. Duration and Timetable for the Assignment | The assignment will be based in Nigeria and will cover the period required to prepare, conduct, and finalize the Mid-Term Reviews of iDICE and EKZ. The expected duration is three (3) months, commencing in October 2026, subject to confirmation in the Consultant’s contract. |
| E. Bank Contribution and Institutional Arrangement | Remuneration will follow AfDB guidelines for individual consultants. Payments will be made upon submission and approval of deliverables as per contract terms. |
| F. Duty Station | The assignment will be based in Nigeria and will cover the period required to prepare, conduct, and finalize the Mid-Term Reviews of iDICE and EKZ. The expected duration is six (6) months, commencing in October 2026, subject to confirmation in the Consultant’s contract. |
| G. Essential Specialized Skills/Knowledge/Competencies | • Advanced degree in Economics, Public Policy, Development Studies, Project Management, Human Capital Development, or a related field. • At least ten (10) years of relevant experience in project implementation support, operational reviews, results monitoring, portfolio performance analysis, and development programme evaluation. • Proven experience supporting Mid-Term Reviews, implementation support missions, completion reviews, or operational performance assessments, preferably for Bank or other multilateral development banks or development finance institutions. • Strong knowledge of project cycle management, results frameworks, implementation monitoring, operational reporting, procurement planning and packaging, and development effectiveness requirements. • Demonstrated experience in procurement packaging, including the review of procurement plans, grouping of activities into appropriate packages, sequencing of procurement actions, and identification of procurement-related implementation risks. • Excellent analytical, writing, communication, stakeholder engagement, and report preparation skills. • Familiarity with Nigeria’s development context, particularly youth employment, digital innovation, enterprise development, skills, and knowledge-economy initiatives, will be an advantage. Experience with AfDB projects is an added advantage. |
| H. Supervisor | The Consultant will work under the overall guidance of AHHD and the Nigeria Country Office (RDNG), and will report directly to the Task Manager. The Consultant will liaise with relevant Bank teams, project implementation units, executing agencies, and other stakeholders as required. All deliverables will be reviewed by the Task Manager and relevant Bank teams and will be finalized in accordance with applicable Bank review and approval processes. |
