A. Background ObjectivesThe AHHD Department seeks to recruit a Junior Consultant to be based in the front office of the
Director, AHHD. The consultant will support the Department in providing: (i) monitoring and
reporting on the lending program and portfolio to ensure quality, timeliness, and alignment with
departmental priorities; (ii) support for programming, coordination, and monitoring of operations to
improve portfolio quality; (iii) contributions to analytical reporting and communication of results to
strengthen evidence‑based decision making and enhance visibility of achievements; and (iv)
technical support to general business processing to ensure efficiency in the delivery of the
Department’s work programme.
B. Scope of workThe selected candidate, reporting to the Chief Human Capital Economist (AHHD0) with overall
oversight from the Director, AHHD, will specifically:
• Update the Department Delivery Dashboard weekly to track lending readiness and portfolio
quality.
• Prepare short analytical reports highlighting trends, performance, and emerging issues in the
lending program.
• Support communication efforts by collecting and organizing data on operational
achievements for internal and external dissemination.
• Provide technical inputs and reviews for project concept notes, appraisal reports, and country
strategy papers to ensure consistency with departmental priorities.
• Assist in operations processing through the Technical and Quality Assurance Committee
(TQAC), ensuring timely delivery in line with the approved schedule.
• Contribute to policy analysis on youth, jobs, education, skills, and employability, linking
findings to portfolio performance.
• Participate in departmental meetings, prepare minutes, and support documentation of
decisions and follow‑up actions.
• Provide administrative and organizational support to the team during the preparation and
approval of operational documents.
• Help to organize internal and external meetings and events related to portfolio monitoring
and results communication.
C. Deliverables ExpectedIn addition to the preparation of reports and briefing notes related to the above-specified scope of
work, the Junior Consultant will be expected to provide weekly updates of the Department Delivery
Dashboard and analytical reports on portfolio quality and lending readiness. The consultant will also
deliver communication support outputs, technical inputs to project documents, and meeting
documentation to strengthen evidence-based reporting and visibility of results. A detailed work
program will be agreed upon at the commencement of the assignment, and the Junior Consultant will
submit a monthly report on activities and assignments carried out during the period.
D. Duration and Timetable for the AssignmentThe consultancy is scheduled for a period of 6 months, expected to start 1st October 2026, with the
possibility of further renewal, based on satisfactory performance, relevant rules, and budget
availability.
E. Bank Contribution and Institutional ArrangementThe selected candidate will report to the Director, AHHD. He/she will work closely with the front
office staff to ensure proper monitoring of the implementation of the 2026 Work programme
(Lending and non-lending).
F. Duty StationThe duty station for this assignment is the African Development Bank Headquarters in Abidjan, Côte
d’Ivoire. However, the consultancy can be taken remotely, subject to clearance from the Director,
AHHD.
G. Essential Specialized Skills/Knowledge/CompetenciesMinimum of a Master’s degree in economics or a closely related discipline.
• 2–5 years of relevant professional experience in economic research, monitoring, and results
communication.
• Proven analytical skills and experience in research and knowledge dissemination in Africa.
• Strong interpersonal and communication skills with demonstrated ability to communicate ideas
effectively.
• Ability to manage multiple, simultaneous priorities under tight deadlines.
• Teamwork, resourcefulness, attention to detail, and client/result orientation.
• Previous experience in an International Organization is an asset.
H. SupervisorThe consultant will be supervised by the Chief Human Capital Development Economist, while
overall oversight will be provided by the Director for Human Capital, Youth and Skills
Development Department. A detailed work program will be agreed on commencement of the
assignment.
