The assignment seeks to engage a highly experienced technocrat with cross-cutting expertise to provide technical and policy advisory support to the Ministry of Power of Nigeria to strengthen technical and policy coordination and accelerate the implementation of priority reforms and energy transition programmes in Nigeria’s power sector.

| A. Background Objectives | Nigeria’s electricity sector is undergoing significant institutional, regulatory and market reforms following the enactment of the Electricity Act 2023. These reforms are changing the way electricity is generated, traded, distributed and consumed and are creating new opportunities for private investment and subnational participation in the electricity market. Under the Electricity Act 2023, the Federal Ministry of Power serves as Nigeria’s electricity policymaker, strategic planner, reform coordinator, investor facilitator, and supervisory authority over federal power institutions. Its mandate mandate covers policy formulation, strategic planning, performance management, reform coordination, investment facilitation, and intergovernmental sector leadership. The African Development Bank (the Bank) has, through AESTAP, AETC and Mission 300, supported strategic upstream interventions in Nigeria’s power sector, including: (i) the AESTAP Nigeria Support Programme, which supports implementation of the Electricity Act 2023 and ongoing sector reforms across key federal and subnational institutions; and (ii) BESS feasibility studies assessing the technical, commercial, environmental and regulatory viability of deploying battery storage in Nigeria’s power grid, in collaboration with TCN and NISO. The Hon. Minister of Power has expressed the Ministry’s commitment to ensure the practical application of these key upstream interventions, particularly the Battery Energy Storage System (BESS) study findings by translating them into concrete, investment-ready projects and policy actions for Nigeria as part of energy transition efforts. The Ministry has therefore requested for embedded technical advisory support to facilitate these efforts. The objective of this consultancy is to provide continuous, embedded, and hands-on technical advisory support to the Minister in unlocking sector opportunities, ensuring that decisions are well informed, strengthening grid reliability, promoting operational discipline, enabling data-driven decision-making, and supporting the implementation of reliability improvement measures. |
| B. Scope of work | – Coordinate implementation of priority renewable energy and energy-transition initiatives under the Ministry’s strategic priorities and Nigeria’s Energy Compact. – Translate the BESS study findings into an actionable investment programme, including prioritised projects, implementation arrangements, financing requirements, and a clear pathway to investment approval and execution. – Mobilise and coordinate relevant public and private sector stakeholders to facilitate implementation of BESS and other priority energy-transition interventions. – Support the Ministry in addressing policy, regulatory, institutional, technical, and commercial barriers affecting renewable energy, energy storage, and grid modernisation. – Facilitate engagement with the AfDB and other development partners to mobilise technical and financial resources for priority energy-transition investments. – Strengthen the Ministry’s capacity to monitor, coordinate, and drive implementation of strategic energy-transition initiatives. -Monitor grid stability and wheeling capacity and interface/ coordinate with TCN and NISO on frequency control and voltage stabilisation. – Coordinate the Ministry’s efforts in funding spinning reserve for the sector. – Advise on transmission expansion and system resilience around SCADA deployment and operationalisation and smart grids. -Lead discussions with TCN on expanding electricity exports via WAPP. |
| C. Deliverables Expected | – BESS Implementation and Investment Roadmap: A consolidated roadmap translating the BESS study recommendations into prioritised actions, projects, financing requirements, institutional responsibilities, and implementation timelines. – Priority BESS Project Pipeline: A pipeline of prioritised BESS projects, including preliminary project concepts and recommendations on projects suitable for development into AfDB or other DFI investment operations. – BESS Policy and Regulatory Action Plan: A practical action plan addressing the policy, regulatory, institutional, market, tariff, and ancillary-services gaps identified by the BESS study. – Investment Mobilisation Package: Preparation and/or coordination of investment concept notes, project fiches, financing requirements, and other documentation required to mobilise financing for priority BESS and renewable-energy projects. – Periodic Progress Reports: Quarterly reports summarising progress, achievements, challenges, investment pipeline development, stakeholder engagements, and recommended actions. – Final Assignment Report: A final report documenting achievements, investment projects advanced, policy and regulatory actions undertaken, financing mobilised, lessons learned, and recommendations for sustaining implementation. |
| D. Duration and Timetable for the Assignment | The assignment shall be undertaken over a period of six (6) months from the date of contract signature and be extended subject to satisfactory performance, continuing need and availability of funds. |
| E. Bank Contribution and Institutional Arrangement | The Bank shall provide overall coordination, supervision, and logistical support for the execution of this assignment. In the execution of the task, the consultant shall report to the Hon. Minister of Power of Nigeria submit approved reports by the Ministry through the designated AfDB Task Manager to Division Manager, Energy Policy, Regulation and Statistics Division of the Bank. |
| F. Duty Station | The location for the assignment is Abuja, Nigeria. The consultant will be stationed in the Federal Ministry of Power. |
| G. Essential Specialized Skills/Knowledge/Competencies | The consultant must be a citizen from one of AfDB’s member countries. He must have: · A master’s degree in engineering, Economics, Energy or related field. An MBA will be an added advantage · Knowledge of the Power Sector and Technical Operations · Minimum of 10 years’ experience in power operations, advisory services, or related power consulting services across the power value chain. · At least five years’ experience in a senior management role and in senior-level stakeholder engagement. · Proven record of capacity-building and technical mentoring · Demonstrate experience in similar role of Technical Advisory in a Ministry · Demonstrate policy driving experience in a policy formulation environment · Demonstrate experience in electricity industry stakeholder management and advisory services to diversified client base · Experience in formulating/executing strategy in developing markets and navigating the complex issues in the development of national and subnational electricity markets. · Sound knowledge of legislation development, unbundling and market restructuring in the electricity sectors of developing countries. · Evidence of knowledge and work involving the new Electricity Act of Nigeria · Fluency in written and spoken English with excellent communication skills. · Proven ability to work under pressure and meet strict deadlines. · Excellent research skills. · Project management experience and expertise Familiarity with working environment of the FMoP will be an added advantage |
| H. Supervisor | All deliverables/outputs and reports would be subjected to clearance by the HMP, then the Task Manger of this initiative prior to final approval by the Division Manager Energy Policy, Regulation and Statistics who will be the overall supervising authority for this assignment. |
