| The Country Economics Department (ECCE) of the African Development Bank Group (the Bank) intends to engage a National Country Economist Junior Consultant to strengthen delivery of the 2026–2027 Kenya Work Program. The assignment covers macroeconomic surveillance, country dialogue, knowledge products, country strategy and portfolio support, economic analysis for operations, management briefs, country and institutional assessments, and analytical support to departmental research and publications. | A. Background Objectives | The Country Economics Department (ECCE) delivers the Kenya country economics work program in close collaboration with the Regional Development and Business Delivery Office for East Africa (RDGE), sector departments and other relevant Bank units. The program spans macroeconomic and financial surveillance, country policy dialogue, knowledge products, country strategy and portfolio support, economic analysis for operations, and briefs for Senior Management. Since 2024, the Kenya Work Program has transitioned from a two-economist model, comprising an International Country Economist and a National Macroeconomist, to a single-economist model following the reallocation of the National Macroeconomist position. The functions associated with that position remain essential, and the underlying workload has not diminished. Since October 2025, the workload has expanded further through the International Country Economist’s contribution to the President’s Reform Agenda, which is now entering implementation under the Institutional Capabilities framework. The assignment will restore analytical capacity; support an increasingly complex work program; respond to heightened country demands as Kenya approaches the 2027 General Elections amid external economic uncertainty; and provide analytical support to the Lead Economist’s research and publications. A locally engaged Junior Consultant will also ensure continuous in-country presence, strengthen delegated representation in Government and Development Partner technical working groups, bring local knowledge and networks, and reduce key-person dependency. |
| B. Scope of work | The objective is to provide high-quality and timely economic analysis and operational support that strengthens delivery of the Kenya Work Program and the Bank’s policy dialogue, knowledge work and operations in Kenya. The Junior Consultant will complement, not replace, the accountability of the Country Economist and will undertake delegated assignments under Bank procedures. |
| C. Deliverables Expected | Under the direct supervision of the Country Economist for Kenya and guidance of the Lead Economist, ECCE/RDGE, the specific duties and responsibilities of the Junior Consultant shall include, inter alia: 1. Monitor and analyze Kenya’s macroeconomic, fiscal, monetary, financial, external, social and political-economy developments using reliable national and international data sources and assess implications for Bank programming and operations. 2. Prepare regular economic intelligence updates, data dashboards, country briefs, talking points, briefing notes and presentations for Senior Management and visiting missions. 3. Contribute to Bank flagship and country knowledge products, including the African Economic Outlook (AEO) country note, Regional Economic Outlook (REO), Country Focus Report (CFR) and other ECCE publications. 4. Undertake assigned economic and sector work, including analytical notes on development, governance, financing and structural-transformation issues, and support the Lead Economist’s research and publications. 5. Support the preparation, updating, implementation monitoring, and completion review of the Country Strategy Paper and related documents. 6. Support economic analysis for sovereign and non-sovereign operations, including concept and appraisal inputs, policy-based operations, results-based financing, institutional support projects and monitoring of agreed policy measures. 7. Contribute to the Country Policy and Institutional Assessment (CPIA), Country Risk and Fragility Assessment (CRFA), debt and macro-fiscal assessments, and other diagnostic work. 8. Participate in Country Portfolio Reviews and help assess the development impact and macroeconomic relevance of Bank-financed operations. 9. Maintain effective working relations with sector departments, the Kenya Country Office and other Bank units to promote a coordinated approach to country strategy, lending and non-lending delivery. 10. Support country policy dialogue and, as delegated, represent the Bank in Government and Development Partner technical working groups, aid-coordination platforms and consultations with the private sector, civil society and research institutions. 11. Contribute to annual and multi-year lending, non-lending and knowledge-work programming, including work-plan monitoring and consultant-related analytical inputs. 12. Develop and maintain country datasets, stakeholder networks and an orderly repository of analytical materials to strengthen institutional memory and business continuity. 13. Perform other related duties assigned within the scope of the Kenya country economics work program. |
| D. Duration and Timetable for the Assignment | The Junior Consultant will be hired on a full-time basis for six (6) months, from 1 November 2026 to 30 April 2027. |
| E. Bank Contribution and Institutional Arrangement | Under the direct supervision of the Country Economist for Kenya and guidance of the Lead Economist, the Junior Consultant will support delivery of the Kenya country economics work program and perform other related duties assigned within the scope of the assignment. The Junior Consultant will collaborate closely with the Kenya Country Office, ECCE colleagues, sector teams and other relevant Bank units. |

| G. Essential Specialized Skills/Knowledge/Competencies | At least a Master’s degree in economics, development economics, macroeconomics, public policy, business administration or a closely related discipline. A PhD in a relevant field is an advantage. • A minimum of four (4) years of relevant professional experience in economic analysis, macroeconomic management, development policy, country programming, country portfolio management or related work in a national institution, international organization, development finance institution, research institution or other reputable organization. • Strong applied macroeconomic and quantitative skills, including the ability to analyze fiscal, monetary, debt, external and real-sector developments and translate findings into clear policy and operational implications. • Sound knowledge of Kenya’s socioeconomic, institutional and political-economy context, including relevant Government and Development Partner coordination mechanisms. • Experience in preparing high-quality analytical reports, strategy or policy documents, country briefs and management presentations. Relevant publications or comparable knowledge products are an advantage. • Demonstrated policy-dialogue, stakeholder-engagement, networking and coordination skills, including the ability to interact effectively with Government officials and technical and financial partners. • Excellent written and verbal communication skills in English. Knowledge of Kiswahili and working knowledge of French are advantages. • Strong analytical, organizational and problem-solving skills; sound judgement; discretion; and ability to work independently, collaboratively and under pressure while meeting tight deadlines. • Proficiency in standard Microsoft Office applications and relevant economic, statistical and data-visualization software. |
